Daman, Diu & Dadra and Nagar Haveli and the 1% Flood

Three scattered enclaves, one wet coastal belt, and a river that answers to a dam upstream

On 4 August 2019, water released from the Madhuban dam — upstream on the Daman Ganga in Gujarat’s Valsad district — pushed the river over its banks and flooded parts of Daman. It is a pattern the territory knows well. In late July 2026, relentless monsoon rain flooded the region again, and the Indian Coast Guard rescued 170 people across south Gujarat and this union territory. For a place made of three small, separated pieces, the water arrives from several directions at once.

This piece uses the India Flood Atlas (a modeled 1% annual-chance flood layer) to show what is exposed across Daman, Diu, and Dadra and Nagar Haveli — a small UT for which public flood data is genuinely sparse, so we are candid about what the model can and cannot say.

The scale

The atlas models the 1% annual-chance (100-year) flood — the severe event with a 1% chance of striking in any given year. Across the whole union territory, it reaches:

That is a middling exposure share by national standards, but the concentration matters more than the average here — these buildings are packed into a few small, low-lying pockets rather than spread thinly.

A note on what this is: these are modeled figures at ~30 m resolution — regional hazard screening, not a parcel-level guarantee. For a UT this small and this fragmented, the sample is thin and local drainage detail matters; treat the numbers as a prioritisation tool, not a survey.

Where it concentrates

This UT is not one place but three physically separate enclaves, each with its own flood system:

Why it floods

  1. The Daman Ganga estuary. At Daman, river flood, dam release and high tide can arrive together. Tide-locked water has nowhere to drain and backs up into the town.
  2. A dam upstream. The Madhuban dam controls the river’s flow. When heavy rain forces large releases, Daman and the downstream reaches flood on the dam’s schedule, not just the sky’s.
  3. A very wet coastal belt. The UT sits in the same monsoon corridor as south Gujarat and the Konkan — Valsad’s 900 mm days set the regional benchmark for extreme rain, and Silvassa catches the same downpours.
  4. Cyclones at Diu. The Arabian Sea is producing more intense cyclones, and Diu, as an exposed island, faces their winds and surge directly.
  5. Rising seas and hardening ground. Sea-level rise raises the baseline for every tide and surge at Daman and Diu, while construction on low estuarine and coastal land reduces the space water once spread into.

A strategic approach

The UT’s fragmentation cuts both ways: each enclave is a manageable problem, but there is no single fix for all three.

Pillar 1 — Warn for the river, the tide and the dam together. Daman’s worst floods come when rain, tide and Madhuban releases align. Coordinated, tide-aware early warning tied to dam-operation alerts is the fastest life-saver.

Pillar 2 — Manage the Daman Ganga across borders. The river and its dam sit in Gujarat and Maharashtra; the flooding lands here. Joint reservoir operation and catchment care with those states is essential, not optional.

Pillar 3 — Protect Diu as an island. Cyclone and storm-surge preparedness, evacuation planning, and coastal protection — treating Diu’s risk separately from the mainland enclaves.

Pillar 4 — Resilient buildings, ready communities. Raised plinths in the Daman estuary and Silvassa river belt, and flood-inclusive home insurance (covered under “STFI” perils in standard Indian home cover — yet rarely held).

The honest bottom line: This is a small, scattered UT whose floods come from three different sources — an estuarine river throttled by a dam at Daman, monsoon runoff at Silvassa, and cyclones at Diu. The modeled exposure is moderate, about one building in nine, and mostly shallow-to-moderate in depth. But two of its biggest real risks — Madhuban dam releases and cyclone storm surge at Diu — are exactly the things a riverine-and-rainfall model captures least well. Warn for the tide and the dam, coordinate the river with its upstream states, and prepare Diu as the island it is.
