Haryana and the 1% Flood
A flat plain between the Yamuna and the Ghaggar — where more than a third of the buildings sit in the floodplain
In the second week of July 2023, the barrage at Hathnikund on the Yamuna became the most-watched structure in north India. After days of monsoon rain across the Shivalik foothills, the discharge from its gates peaked at roughly 3.59 lakh cusecs — a record — sending a wall of water down a river that feeds both the fields of eastern Haryana and, a day later, the streets of Delhi, where the Yamuna crested at 208.66 m, its highest ever. Across Haryana the state counted 12 flooded districts — six along the Yamuna and six along the Ghaggar — with the death toll reaching 35, some 1,362 villages hit, about 1.73 lakh hectares of cropland under water, and thousands moved into relief camps. It was two floods at once: the Yamuna spilling in the east, and the seasonal Ghaggar and its tributaries — the Markanda, the Tangri — breaching their banks in the north around Ambala and Kurukshetra.
Haryana’s flooding is not a coastal or a hill story. It is the flooding of the flat Indo-Gangetic plain — a landscape so level that water, once out of its channel, spreads for kilometres with almost nowhere to drain. This piece uses the India Flood Atlas (a modeled 1% annual-chance flood layer) to show the scale, explains why so much of the state sits in harm’s way, and lays out a realistic, phased path to resilience.
The scale: a third of the state in the floodplain
The 2023 deluge is observed history. The atlas adds the modeled 1% annual-chance (100-year) flood — the severe event that has a 1% chance of arriving in any given year, mapped consistently across the state.
Across Haryana, that event reaches:
- ~3.12 million building footprints — 37.9% of the state’s 8.23 million buildings — sit where the modeled 100-year flood would arrive. That is one of the highest shares in the atlas — more than a third of everything built.
- The mean depth over exposed buildings is 0.59 m — shallow, and that is the point. Of the exposed buildings, 82% would face water under 1 m, 17% between 1 and 3 m, and just 1% deeper than 3 m (about 3% over 2 m). This is a broad, shallow flood, not a deep torrent.
- ~66,100 km of road (16.8% of the state network) and ~1,183 km of railway (11.7% of the track) lie in the modeled floodplain — the connective tissue of a state that sits astride the corridors into Delhi.
Two numbers define Haryana, and they pull against each other. The share is extreme — 37.9%, far above coastal states like Andhra Pradesh (16.4%) or Telangana (8.3%) — because on a dead-flat plain the floodplain is not a thin ribbon along a river but a wide apron on either side of it. The depth is modest — 0.59 m, the shallowest profile of any state we have mapped — because that same flatness spreads the water thin. The result is a distinctive risk signature: enormous extent, shallow water. A half-metre of moving water across a third of the state still cuts roads, ruins standing crops, contaminates wells and strands whole villages for weeks — the enemy here is reach and duration, not depth.
A note on what this is: these are modeled figures at ~30 m resolution — regional hazard screening, not a parcel-level guarantee. They count building footprints, not people, and they are at their most reliable on exactly this kind of flat plain, where terrain is gentle and the water’s spread is governed by broad, well-captured topography rather than steep, hard-to-model gorges. Haryana is close to the best case for a model like this.
Where it concentrates: the Yamuna east and the Ghaggar northwest
Because the whole state is flat, exposure is unusually widespread — but it still peaks where the rivers run. The most-exposed districts by share of their buildings in the floodplain:

The pattern maps cleanly onto the state’s two flood regimes. Panipat, Sonipat and Karnal line the Yamuna in the east, where Hathnikund releases translate directly into spilled banks and flooded fields. Sirsa and Fatehabad sit in the northwest, on the flat tail of the Ghaggar as it drains out of Punjab — the seasonal river that carries nothing for much of the year and then, in a bad monsoon, submerges thousands of acres of Sirsa cropland. Jhajjar, Rohtak and Rewari occupy the southern drainage — the low ground of the old Sahibi channel and the Najafgarh depression that carries Haryana’s runoff down toward Delhi. Jhajjar’s striking 61.2% — nearly two in three buildings exposed — reflects exactly this: a district that is essentially a shallow drainage basin, low and flat, where water collects and lingers. None of these are deep-water districts; they are wide-water districts, which is the defining feature of the whole state.
Why Haryana floods
Several forces stack on top of each other:
- A flat plain that cannot drain. Haryana is almost entirely level Indo-Gangetic plain. There is no gradient to carry spilled water quickly away, so a flood spreads laterally and sits — days and weeks of standing water rather than a fast surge that passes. This single fact is why 37.9% of buildings fall in the floodplain while the mean depth is only 0.59 m.
- The Yamuna and Hathnikund releases. The eastern edge of the state is defined by the Yamuna, regulated at the Hathnikund Barrage. When Shivalik rainfall forces large releases — a record ~3.59 lakh cusecs in July 2023 — the flood runs down through Karnal, Panipat and Sonipat before reaching Delhi. Haryana and its downstream capital share the same river and the same barrage, which makes flood management here inherently an inter-state problem.
- The Ghaggar and its tributaries. In the northwest, the Ghaggar — a seasonal, monsoon-fed river — together with the Markanda and Tangri drains the Shivaliks around Ambala, Panchkula and Kurukshetra, then flows flat and slow through Kaithal, Fatehabad and Sirsa. It floods repeatedly (1976, 1993, 2004, 2010, 2023); the catastrophic 1993 floods killed over 500 people across north India. Its lower reaches silt up and breach, and Punjab and Haryana have long blamed each other for the choke points.
- The southern Sahibi–Najafgarh drainage. The Sahibi, rising in Rajasthan and running through Rewari and Jhajjar, once fed the Najafgarh jheel and drains toward Delhi. Land-use change and “improved” upstream drainage now push more water into this depression faster than it can leave — the Delhi flood-control authorities record the Najafgarh lake staying submerged year-round, and note historic Sahibi discharges (some 36,000 cusecs in 1977 against a 3,000-cusec design capacity) that overwhelmed the bunds for months.
- Urban Gurugram. Haryana’s richest city floods for a purely made reason: rapid construction over natural drainage. Gurugram has lost hundreds of water bodies (only about 251 of a 1956 count of 640 survive), roughly 45% of its stormwater drains were found clogged or non-functional (CAG, 2023), and a large share of post-2000 construction sits in low-lying zones. The result is the near-annual “Gurujam” — the 2016 gridlock that stranded the city for a day, and repeat waterlogging in 2020 and 2023 — with annual monsoon losses estimated at ₹150–200 crore.
- Climate change intensifies the short, heavy rainfall bursts that force both the Hathnikund releases and the urban deluges, pushing today’s “1% event” toward the more-frequent event of 2050 and 2100.
A strategic approach: move the water, and stop building in it
Because Haryana floods wide and shallow, the strategy is less about holding back a deep torrent and more about drainage, conveyance and land use — getting a broad sheet of water off a flat plain and refusing to build in the places it collects.
Pillar 1 — Know the risk, and warn early. Statewide hazard mapping (like this atlas) plus real-time rainfall, river and barrage monitoring. For the Yamuna belt, the highest-leverage life-saver is Hathnikund-release early warning coordinated with Delhi — hours of lead time for Karnal, Panipat and Sonipat before the flood arrives. For the Ghaggar belt, upstream Shivalik rainfall forecasting buys Ambala and Sirsa the same warning.
Pillar 2 — Clear and maintain the drainage. On a plain that cannot self-drain, conveyance is everything. Desilt and re-section the Ghaggar, Markanda and Tangri; maintain the Najafgarh and Sahibi drains; and keep the network clear before every monsoon. This is the highest-leverage, lowest-glamour work there is — and the least likely to be funded once the water recedes.
Pillar 3 — Manage the rivers across state lines. The Yamuna links Haryana to Delhi, and the Ghaggar links it to Punjab. Neither can be managed one state at a time. Coordinated barrage operation, shared forecasting and a settled answer to the Ghaggar choke-point dispute are prerequisites, not optional extras.
Pillar 4 — Fix Gurugram’s drainage and lakes. Gurugram’s flooding is a made disaster and therefore a fixable one. Unclog and rebuild the stormwater network, protect and restore the surviving water bodies, and stop new construction from erasing the natural drainage that remains. Every drain restored to its design width is capacity the next cloudburst can use.
Pillar 5 — Govern land use. The cheapest flood control is not building in the floodplain in the first place — and with 37.9% of the state’s footprints already there, this is Haryana’s defining challenge. Enforce floodplain zoning along the Yamuna and Ghaggar, stop encroachment of the Sahibi–Najafgarh depression, and require flood-safe design in exposed zones.
Pillar 6 — Make buildings and communities resilient. Raised plinths, flood-resilient materials and protected utilities for the millions already exposed — paired with flood-inclusive home insurance (covered under “STFI” perils in standard Indian home cover such as Bharat Griha Raksha, yet rarely held). Where water is shallow but long-lasting, resilient construction and quick drainage matter more than any wall.
A realistic timeline
Flood resilience is a 15–25 year programme, not a five-year project — and in a state where more than a third of buildings sit in the floodplain, the work of governing land use and rebuilding drainage is measured in decades.
Phase 0 — Foundation & quick wins (0–2 years). Low cost, high impact. Statewide hazard mapping and exposure prioritisation; Hathnikund-release early warning coordinated with Delhi and Shivalik forecasting for the Ghaggar belt; and — the most urgent item — desilt and clear the Ghaggar, Markanda, Tangri and the Najafgarh/Sahibi drains before each monsoon. These save lives and crops in the next monsoon, not in ten years.
Phase 1 — Convey & protect (2–5 years). Re-section and embank the northern rivers; rebuild Gurugram’s stormwater network and protect its remaining lakes; enact and enforce floodplain zoning along the Yamuna and Ghaggar; stand up a permanent annual maintenance budget so cleared channels stay clear.
Phase 2 — Basin-scale resilience (5–10 years). Move from district-by-district fixes to inter-state basin management of the Yamuna (with Delhi) and the Ghaggar (with Punjab) — coordinated barrage operation, shared forecasting, and retrofit of exposed public assets (hospitals, schools, substations, rail) across the high-exposure districts.
Phase 3 — Climate-proof & sustain (10–20+ years). Design to future climate — size drainage, embankments and urban stormwater for 2050/2100 rainfall (the SSP scenarios) — and lock in maintenance, monitoring and updating as permanent functions.
The honest bottom line: Haryana carries one of the highest shares of exposed buildings in the atlas — 37.9%, more than a third of the state — but almost all of it is shallow water on a flat plain, which makes drainage, conveyance and land-use control, not big dams, the decisive levers. The risk is broad rather than deep, and it splits along two river systems and one flooding city, each needing an inter-state or inter-agency answer. Knowing exactly where the water spreads — and being honest that it spreads wide but not deep — is what lets a limited budget protect the most people.
