Madhya Pradesh and the 1% Flood
The forested heart of India, where the rivers are born — a plateau state that floods on the Malwa cities, in the Chambal badlands, and down a dam-managed Narmada valley
In the first week of August 2021, the sky over north Madhya Pradesh emptied. Guna took roughly 470 mm of rain in about 12 hours between 2 and 3 August, and the Sindh river — a Yamuna tributary that threads the Gwalior-Chambal region — rose to levels no one alive had seen. At Datia it crested near 143.5 metres, surpassing the 1971 record of 141.73 m. With water pouring off the Manikheda dam upstream, the bridges that tie Datia to Gwalior gave way one after another; the Ratangarh and Lanch-Pichor bridges over the Sindh were simply washed off their piers, captured on video and shared around the country. Across the Gwalior and Chambal divisions — Shivpuri, Sheopur, Datia, Gwalior, Guna, Bhind, Morena and Ashok Nagar — more than 1,200 villages were marooned, the Air Force and NDRF rescued 8,832 people and relocated some 29,280 more, and 24 people died. It was the worst flood the Chambal ravines had seen in half a century, and it was not caused by a river alone. It was rain, terrain and a dam release arriving together.
That is the pattern for the whole state. Madhya Pradesh is the forested heart of India — the high plateau where the rivers are born. The Narmada, Chambal, Betwa, Ken, Tapti, Son and the Mahanadi headwaters all rise here, along with the Wainganga, and the state is upstream of Gujarat, Uttar Pradesh, Maharashtra and beyond. Its flooding is riverine and dam-shaped, never coastal, and it concentrates in three very different geographies: the Malwa plateau cities (Ujjain and Indore, on the Shipra/Kshipra and the Khan); the Gwalior-Chambal region (Gwalior, Morena, Bhind, on the Sindh and Chambal); and the Narmada valley (Narmadapuram/Hoshangabad and Jabalpur), where the flood pulse is written as much by dam operators as by rain. This piece uses the India Flood Atlas (a modeled 1% annual-chance flood layer) to show the scale, map where the risk concentrates, and lay out a realistic, phased path to resilience.
The scale
The 2021 Sindh flood and its neighbours are observed history. The atlas adds the modeled 1% annual-chance (100-year) flood — the severe event that has a 1% chance of arriving in any given year, mapped consistently across the state.
Across Madhya Pradesh, that event reaches:
- ~2.84 million building footprints — 11.9% of the state’s 23.83 million buildings — sit where the modeled 100-year flood would arrive. That is a moderate share, in line with the inland-plateau states; but on a state this vast it is a very large absolute count, spread across three flood systems rather than pooled in one.
- The mean depth over exposed buildings is 1.09 m — on the shallow side of the atlas range, reflecting a plateau where water spreads wide across gentle terrain rather than stacking deep. Of the exposed buildings, 67% would face water under 1 m, 26% between 1 and 3 m, and 8% deeper than 3 m (about 15% over 2 m).
- ~46,300 km of road (about 6.4% of the state network) and ~1,483 km of railway (about 5.1% of the track) lie in the modeled floodplain — a lower share than the coastal or deltaic states, but a heavy absolute toll on the road and rail spine that ties Indore, Bhopal, Gwalior and Jabalpur together.
The defining feature here is breadth over depth, split three ways. The water is mostly shallow-to-moderate because the Malwa and central plateaus are broad and gentle; the danger is that it reaches a great many buildings across the state’s most populated and most historic cities. And it does so through three mechanisms that share almost nothing — a plateau city drowning on its own choked river, a ravine country hit by a record crest and a dam release, and a valley whose flood is partly scheduled by reservoir gates.
A note on what this is: these are modeled figures at ~30 m resolution — regional hazard screening, not a parcel-level guarantee. They are at their most reliable on the flat Malwa and Narmada valley floors and least reliable in the incised Chambal ravines and the Satpura and Vindhya hill terrain, where the DEM is weakest. The figures count building footprints, not people — a proxy for exposure, not a casualty forecast.
Where it concentrates
Risk in Madhya Pradesh pools in the three geographies the history points to. The most-exposed districts by share of their buildings in the floodplain:

Read the table by geography and the three-way split is unmistakable. The top of the list is the Malwa plateau: Ujjain (23.5%), Indore (20.7%), Shajapur (19.4%) and, with Sehore, the central Malwa belt drained by the Shipra/Kshipra, the Khan and the Chambal headwaters. Ujjain — the temple city on the Kshipra — carries the highest share in the state, and every monsoon the river climbs the steps at Ram Ghat and submerges the shrines; in mid-September 2023, more than five inches in fifteen hours put the temples under water. Indore, India’s fast-growing commercial capital, has the largest exposed count in the state at 149,777 footprints — the price of a metropolis that has built over the Khan and Saraswati rivers and their nalas.
The next band is the Gwalior-Chambal region: Bhind (19.0%), Gwalior (18.3%) and Morena (17.0%), the ravine country of the Sindh, Chambal and Kwari — exactly the districts the 2021 flood devastated. And Jabalpur (17.4%, 115,743 footprints) with the plateau district of Sehore anchors the Narmada valley strand, downstream of the Bargi dam. One table, three geographies: the Malwa cities carry the broadest urban exposure, the Chambal ravines the most violent crests, and the Narmada valley the most dam-dependent risk.
Why Madhya Pradesh floods
Three patterns sit on the same plateau, driven by five overlapping mechanisms:
- The Malwa cities drown on choked rivers. Ujjain and Indore flood not because of a distant river in spate but because their own rivers — the Kshipra, the Khan, the Saraswati — have been narrowed, built over and turned into drains. Intense plateau rain upstream in the catchment raises the Kshipra at Ram Ghat faster than local rain would suggest, submerging Ujjain’s ghats and temples almost every monsoon, while Indore’s encroached nalas back up into the city. This is the state’s broad urban regime.
- The Chambal ravines take record crests. North of the plateau, the Sindh, Chambal, Kwari and Parvati run through the incised Chambal badlands — steep, gullied ravines where a heavy upstream burst becomes a fast, high crest with little warning. The 2021 Sindh flood — a 50-year record at Datia, 24 dead, 1,200+ villages marooned — is the type case, and it shows how ravine terrain turns rain into disaster in hours.
- The Narmada valley is dam-shaped. Along the Narmada, flooding is inseparable from the reservoirs that line it — Bargi near Jabalpur, Tawa on the Narmada’s largest tributary, and Indira Sagar downstream. In late August 2020, Narmadapuram (Hoshangabad) took over 400 mm in 24 hours, the Narmada ran 2.10 m above its danger mark — the Central Water Commission called it “very close to the historic 1972 floods” — and across the state that spell killed 24 people, damaged 11,197 homes and forced the rescue of some 11,000 from 1,906 villages. When Bargi’s gates open onto rain-swollen tributaries, the valley towns downstream absorb the sum.
- Backwater from Sardar Sarovar pushes flooding back into MP. Far downstream in Gujarat, the Sardar Sarovar dam raises the Narmada’s backwater into the Nimad plain of western MP — Dhar, Barwani, Khargone and Alirajpur. When the reservoir fills early, as in 2019 and 2022, hundreds of villages in the submergence zone go under. This is the long, bitter Narmada Bachao Andolan dispute: a 2008 backwater level set without a fresh ground survey left roughly 15,946 families in 193 villages classed as outside the submergence zone and denied full rehabilitation even as the water reaches their homes. Here the “flood” is an inter-state reservoir decision as much as a rain event.
- Urban growth and land-use change amplify runoff. Encroachment of floodplains and drains in Indore, Ujjain, Bhopal and Gwalior, deforestation on the plateau margins, and the loss of the state’s tanks and wetlands all speed water to the rivers and shrink the channels that must carry it.
On top of all five, climate change is intensifying the extreme-rainfall bursts — the Guna cloudburst, the Narmadapuram deluge — that drive the worst of every regime, pushing today’s “1% event” toward the more-frequent event of 2050 and 2100.
A strategic approach
Because Madhya Pradesh floods three different ways, it cannot have one flood strategy — it needs a layered one, matched to each regime, on a common backbone of hazard mapping and early warning.
Pillar 1 — Know the risk, and warn early. Statewide hazard mapping (like this atlas) plus real-time rainfall, river-gauge and reservoir-release forecasting through the Madhya Pradesh State Disaster Management Authority and IMD. Each regime needs a different warning: urban nowcasting for the Malwa cities, flash-crest alerts for the Chambal ravines where lead times are shortest, and dam-release forecasting for the Narmada valley.
Pillar 2 — Coordinate the dams, basin-wide. The 2020 and 2022 Narmada floods, the 2021 Manikheda releases and the Sardar Sarovar backwater dispute all point to the same fix: a real-time reservoir-coordination and early-warning mechanism across the state’s own dams (Bargi, Tawa, Indira Sagar, Gandhi Sagar, Manikheda) and, crucially, jointly with Gujarat on Sardar Sarovar. Managing releases and downstream warning together — rather than in dispute or in silos — would reduce risk on both sides of every dam.
Pillar 3 — Unclog and reconnect the cities. Ujjain and Indore need their rivers and nalas — the Kshipra, Khan and Saraswati — widened, desilted and de-encroached, and the ghats and low-lying wards protected. Every metre of channel restored to its design width is capacity the next plateau downpour can use.
Pillar 4 — Defend the Chambal ravines. For the incised badlands, the decisive levers are flash-crest early warning, gauge networks and rehearsed evacuation — because where Sindh-scale rain meets a ravine, no wall saves the village below. The 2021 bridge collapses are the warning: audit and flood-proof critical crossings and lifelines, and pre-position response.
Pillar 5 — Govern land use and resolve Nimad. The cheapest flood control is not building in the floodway. Enforce buffer zones along the Kshipra, Chambal and Narmada corridors, stop fresh encroachment, and — in the Nimad plain — complete a transparent backwater survey and rehabilitation so the Sardar Sarovar submergence question is settled with people, not litigation.
Pillar 6 — Make buildings and communities resilient. For those already exposed — broadest in the Malwa cities, most violent in the Chambal — raised plinths, flood-resilient materials, protected utilities and rehearsed evacuation, paired with flood-inclusive home insurance (covered under “STFI” perils in standard Indian home cover such as Bharat Griha Raksha, yet rarely held).
A realistic timeline
Madhya Pradesh has institutional footholds — an SDMA, an SDRF, and NDRF pre-positioning proven in 2020 and 2021 — but resilience across three regimes is a 15-25 year programme, not a finished project.
Phase 0 — Foundation & quick wins (0-2 years). Low cost, high impact. Statewide hazard mapping and exposure prioritisation; regime-specific early warning — urban nowcasts for Ujjain and Indore, flash-crest alerts for the Chambal, dam-release forecasting for the Narmada; and desilt and de-encroach the Kshipra, Khan and urban nalas before each monsoon. These save lives in the next monsoon.
Phase 1 — Coordinate & unclog (2-5 years). Stand up the reservoir-coordination mechanism — internally and jointly with Gujarat on Sardar Sarovar; accelerate urban drainage upgrades; flood-proof the Chambal crossings; complete the Nimad backwater survey and rehabilitation; and fund a permanent annual maintenance budget so cleared channels stay clear.
Phase 2 — Basin-scale resilience (5-10 years). Move from city-by-city to whole-basin management of the Narmada, Chambal and Betwa — coordinated reservoir operation, upstream storage and wetland restoration, and retrofit of exposed public assets (hospitals, schools, substations, rail) across the high-exposure districts. Extend the model to every high-exposure district.
Phase 3 — Climate-proof & sustain (10-20+ years). Design to future climate — size drainage, dam rules and buffers for 2050/2100 rainfall and cloudburst intensity (the SSP scenarios) — and lock in maintenance, monitoring and updating as permanent functions.
The honest bottom line: Madhya Pradesh floods three ways at once. The Malwa cities — Ujjain, Indore, Shajapur — carry the broadest urban exposure, drowning on their own choked rivers every monsoon; the Chambal ravines — Bhind, Gwalior, Morena — take the most violent crests, as the 2021 Sindh disaster showed; and the Narmada valley — Narmadapuram, Jabalpur — floods on a pulse that dam operators help write, with Sardar Sarovar’s backwater pushing the water back into the Nimad plain from Gujarat. As the forested source of half of central India’s rivers, the state floods for its downstream neighbours as much as for itself, which makes reservoir coordination the single highest-leverage fix. Knowing exactly where — and how differently — the water arrives is what lets a limited budget protect the most people, in the cities, the ravines and the valley alike.
