Mizoram and the 1% Flood
Where the flood map is the wrong map — the capital is the least exposed district and it is where people died
At about 6 am on 28 May 2024, as rain from Cyclone Remal hammered the hills, a slope gave way between Melthum and Hlimen on the southern edge of Aizawl. A stone quarry collapsed onto the workers’ camps and houses below it. Field surveys afterwards recorded 25 deaths, ten houses and twenty-two vehicles destroyed. Among the dead were a four-year-old boy and a six-year-old girl. A separate landslide on National Highway 6 at Hunthar cut Aizawl off from the rest of the country, and more than 300 graves were displaced across the affected slopes.
Now here is what this atlas says about Aizawl district: 2.9% of its buildings are in the modeled 1% annual-chance floodplain — the lowest figure of any district in Mizoram.
Both statements are correct. Understanding why is the most useful thing this atlas can offer Mizoram.
The scale
- Of Mizoram’s 434,771 building footprints, 39,960 — 9.2% — sit in the modeled 1% annual-chance floodplain. That is well under half the national figure of roughly 20%, and second-lowest in the Northeast after Nagaland.
- 1,124 km of road — 5.4% of the network — is exposed.
- 3 km of railway — 2.1% — is exposed, on a very small 147 km network.
- The atlas returns a modeled mean depth of 6.77 m, which should not be read as depth. Mizoram is a state of parallel north–south ridges and deep, narrow valleys — the terrain where a ~30 m elevation model most overstates water.

Lawngtlai leads at 28.2%, in the southwest where the Kolodyne (Chhimtuipui) river system opens into comparatively broader valleys. Kolasib and Mamit in the north, draining toward the Assam plain along the Tlawng, follow.
Aizawl sits at the bottom. The capital holds by far the largest building stock in the state — 143,401 footprints, a third of Mizoram’s total — and the smallest share of them in the floodplain. The city is built along a high ridge. Water does not collect there.
Why the flood map understates the danger
Mizoram’s water hazard is real, frequent and deadly. It simply does not take the form of standing water.
- Ridge-top settlement. Mizo towns are traditionally built on ridges and upper slopes, not valley floors. That is excellent flood avoidance — and it puts almost every building on a slope that can fail.
- Steep, unstable geology. Mizoram’s soft, folded sedimentary rock, saturated by extreme monsoon rain, slides readily. The 2024 Aizawl event was one of a large cluster of slope failures across the city that week.
- Cut slopes and quarrying. Roads, building platforms and quarries carve into hillsides across the state, removing support at the toe of slopes. The Melthum quarry collapse is the clearest possible illustration.
- Cyclone remnants. Bay of Bengal systems like Remal deliver rainfall intensities the slopes cannot absorb, hundreds of kilometres inland.
- Narrow valleys where flooding does occur. Where the atlas does find exposure — Lawngtlai, Kolasib, Lunglei, Mamit — the water is confined and fast rather than broad and slow. That is dangerous in a different way, and it damages bridges and roads more than buildings.
Reading the numbers honestly
This is a case where stating the limits of the atlas is more valuable than promoting its findings.
- The 9.2% extent is reliable and genuinely low. Mizoram is not a flood-prone state in the conventional sense.
- None of the depth figures should be quoted. From Aizawl’s 14.69 m to Champhai’s 12.02 m, these are the model filling steep valleys, not water anyone will stand in. Even the “uncertain” 4.5–6.5 m values in the more exposed districts should be treated as indicative at best.
- This atlas does not map landslides — and in Mizoram, landslides are the hazard. A low flood-exposure percentage here must never be read as a low water-related risk. The 2024 Aizawl disaster killed 25 people in a district this map ranks as the state’s safest from flooding.
- District boundaries follow the 2011-census-derived set (10 districts); Mizoram now officially has 11, with the most recent addition folded into its parent.
A strategic approach
Mizoram’s strategy has almost nothing to do with floodplains.
Pillar 1 — Build a landslide susceptibility map and give it legal force. This is the map Mizoram actually needs. Slope angle, geology, rainfall thresholds and cut-slope inventories, at a resolution fine enough to regulate individual building plots.
Pillar 2 — Regulate quarrying and hillside cutting. The 2024 disaster began at a quarry. Setback rules, toe-support requirements and enforcement against unregulated cutting address the direct cause.
Pillar 3 — Rainfall-threshold early warning. Landslides in saturated terrain follow rainfall intensity and antecedent wetness closely enough to forecast. Automated rain gauges tied to alerts and pre-emptive evacuation of high-risk slopes would have helped on 28 May 2024.
Pillar 4 — Protect the lifeline highways. NH-6’s failure at Hunthar isolated the capital. Slope stabilisation and rapid-clearance capacity on the few arterial roads is a resilience priority in its own right.
Pillar 5 — Use the flood layer where it applies. In Lawngtlai, Kolasib, Lunglei and Mamit, the exposure is real. Bridges, culverts and valley-floor structures there should be designed for fast, confined water and scour.
The honest bottom line: Mizoram has 9.2% of its buildings in the modeled 1% floodplain — low, and genuinely so, because Mizo settlements sit on ridges rather than valley floors. Aizawl is the least flood-exposed district in the state at 2.9%. It is also where 25 people died in May 2024, when Cyclone Remal’s rain brought a quarry slope down on their homes. The two facts are not in tension: they are the same fact seen twice. Building above the water puts you on the slope instead. For Mizoram, this atlas is best used as a narrow tool for valley infrastructure — and as an explicit reminder that the map the state most needs is one of landslides, which this is not.
