Nagaland and the 1% Flood
The least exposed state in the Northeast — where one plains district carries six of every ten exposed buildings
Nagaland is almost entirely hills. It has one district that is meaningfully flat — Dimapur, on the Assam border — and that single district holds 59% of all the exposed buildings in the state.
That concentration makes Nagaland the simplest state in this atlas to summarise and one of the more interesting to think about. Its own flood exposure is the lowest in the Northeast at 7.2%. Its influence on somebody else’s flooding is considerable.
The scale
- Of Nagaland’s 759,657 building footprints, 54,531 — 7.2% — sit in the modeled 1% annual-chance floodplain. That is roughly a third of the national figure of about 20%, and the lowest of the seven Northeastern states.
- 958 km of road — 2.7% of the network — is exposed.
- Rail exposure is zero. None of Nagaland’s 1,423 km of railway falls in the modeled floodplain — the only state in the Northeast where that is true.
- The atlas returns a modeled mean depth of 5.88 m, which is not reliable at the state level. It is dominated by steep eastern districts where a ~30 m elevation model overstates depth. Dimapur’s 1.54 m is the figure that reflects real conditions for most exposed buildings.

Dimapur is the state’s flood problem. At 17.7% exposure and 32,008 exposed buildings, it accounts for more than the other ten districts combined. It is Nagaland’s commercial hub, its rail and air gateway, and the only substantial stretch of plain in the state — lying where the Dhansiri and Chathe rivers leave the hills.
The eastern hill districts — Phek at 22.50 m, Tuensang at 22.25 m, Kiphire at 17.99 m — report modeled depths that are clearly terrain artifacts. Their exposure percentages (2.6–4.0%) are low and meaningful; their depths are not measurements of water.
Why Nagaland floods
- There is very little floodplain to flood. Steep hills shed water quickly into narrow valleys. Where there is no flat ground, there is no inundation — which is the whole explanation for the 7.2%.
- Dimapur is where the water stops. The Dhansiri and Chathe emerge from the hills onto flat ground at Dimapur and slow down. Everything the catchment sheds arrives there.
- The flooding in Dimapur and Chümoukedima is described locally as “largely man-made.” Reporting and state assessments point to poor urban planning, blocked and inadequate drains, construction on low ground, and river-bank erosion as the drivers — not extraordinary rainfall. Low-lying colonies flood repeatedly with each significant spell of rain.
- Unregulated sand mining. The Nagaland Directorate of Geology and Mining has documented bank erosion along these rivers and noted that unregulated sand extraction can alter river courses and accelerate that erosion — steadily eating into farmland and settlements.
- Landslides, which are the deadlier hazard. Nagaland’s worst recorded slope disaster, the Mokokchung landslide of 26 May 2005, buried 14 people alive. Recent monsoons have repeatedly brought combined flood-and-landslide emergencies, with a recent event killing 13. A flood-depth atlas does not capture this at all.
The part that doesn’t show up in Nagaland’s own numbers
Nagaland’s hills drain north and west into Assam. Heavy rain over Mon, Mokokchung and Wokha swells the Dikhow, Disang and Dhansiri — south-bank tributaries that push directly into the Brahmaputra valley, where 43.7% of Assam’s buildings sit in the floodplain.
This makes Nagaland’s catchment condition an Assam problem. Deforestation and slope degradation in the Naga hills have become a documented concern downstream: the faster and dirtier the water leaves Nagaland, the worse Assam’s flood peaks and sediment load become. A state with the Northeast’s lowest flood exposure has a disproportionate influence on the region’s most exposed one.
Reading the numbers honestly
- The 7.2% is genuine. Nagaland really is the least flood-exposed state in the Northeast, for straightforward topographic reasons.
- Dimapur’s 1.54 m is the only depth in the state worth quoting. It sits on flat ground where the model performs well, and it covers the majority of exposed buildings.
- Depths in the eastern hill districts should be discarded. Values of 17–23 m describe steep valleys meeting a 30 m DEM, not water.
- The atlas does not map landslides, which have caused more deaths in Nagaland than inundation has.
- District boundaries are the weakest in this release. They follow the 2011-census-derived set of 11 districts, while Nagaland now officially has 16. The districts created in the 2021 reorganisation — including Chümoukedima, Niuland, Tseminyü, Shamator and Meluri — are folded into their parent districts here. Notably, Chümoukedima, which shares Dimapur’s flooding problem, is counted inside Dimapur. This is the largest boundary gap in the Northeast release, and it should be read as a limitation of the district table rather than of the state total.
A strategic approach
Pillar 1 — Fix Dimapur’s drainage. The state’s flood problem is concentrated in one district and is substantially a drainage and planning failure. Storm drains that are built, connected and maintained would address most of Nagaland’s exposed building stock.
Pillar 2 — Regulate sand mining and stabilise the banks. Bank erosion along the Dhansiri and Chathe is progressive and documented. Enforcing extraction limits is cheaper than the erosion it prevents.
Pillar 3 — Keep new construction off the low ground. Dimapur and Chümoukedima are still growing into exactly the areas that flood. Zoning enforcement now avoids locking in decades of exposure.
Pillar 4 — Treat landslides as the primary hill hazard. Slope stability mapping, controlled cutting for roads, and drainage on cut slopes matter far more than floodplain lines across most of Nagaland.
Pillar 5 — Manage the catchment as a regional service. Forest cover and slope stability in Mon, Mokokchung and Wokha reduce flood peaks in Assam. That is a genuine downstream benefit and a reasonable basis for the region to help pay for it.
The honest bottom line: Nagaland has the Northeast’s lowest flood exposure at 7.2%, and no railway in the floodplain at all — because a state made of hills has little ground for water to spread across. Its exposure is instead concentrated: Dimapur alone holds 32,008 of the state’s 54,531 exposed buildings, in shallow 1.54 m water that local assessments attribute largely to blocked drains, building on low ground and river-bank erosion rather than to exceptional rain. That is a solvable municipal problem, not a hydrological fate. And Nagaland’s larger flood significance lies downstream: what its hills shed into the Dikhow, Disang and Dhansiri lands in Assam, the most flood-exposed state in this atlas.
